The organizers are the China Foundation for Human Rights Development (CFHRD) and the National Center for Human Rights of the Republic of Uzbekistan.

The forum will consider the main priority areas of cooperation between China and Central Asian countries in the field of human rights. In order to realize the right to development, prospects for cooperation in such areas as the implementation of projects to reduce poverty and improve the well-being of the population, environmental protection, green development and human rights protection, and the promotion of digital intellectual technologies that promote human rights will be discussed.

Representatives of expert, scientific, government and business circles in the field of human rights from China, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan will take part in the discussions. In total, about 100 people (40 foreign and 60 national representatives) are expected to participate.

The fourth forum is dedicated to the theme “Joint promotion of progress in the field of human rights through high-quality development."

The first forum was held on September 12, 2023 in Beijing, the second in June 2024 in Astana, neighboring Kazakhstan, and the third forum was held in 2025 in Xi'an, China.
