During the
inspection, it was established that on July 10, 2026, a fire broke out at the
landfill for the disposal of household waste, located on the 32nd kilometer of
the Akhangaron highway in the village of Yangi in the Akhangaran district of
the Tashkent region.
The reason
was improper compliance with the requirements for the placement and disposal of
waste. On the same day, employees of the Department of Ecology and Climate
Change of the Tashkent region went to the site, conducted an inspection,
brought the head of the landfill to administrative responsibility and issued a
mandatory order for the immediate elimination of the fire.
Upon
repeated inspection conducted by the Environmental Police, it was found that,
despite the issued order, the head of the landfill did not eliminate the
violations, and on July 11, the fire continued. The administrative protocol on
part 2 of article 91 of the Code of the Republic of Uzbekistan on
Administrative Responsibility was re-drawn up in relation to the head of the
R.B. landfill. Atmospheric air was analyzed with the involvement of laboratory
specialists.
According
to the research results, due to the fire, the concentration of pollutants in
the atmosphere exceeded the permissible standards: carbon monoxide - 10.7
times, formaldehyde - 12.2 times, nitrogen dioxide - 12.8 times, sulfur dioxide
- 9 times, hydrogen sulfide - 1.5 times.
According
to meteorological observations, calm was observed in Tashkent on July 11 from
19:00 to 20:00. Then the wind increased sharply and blew precisely from the
east and south-east direction (from Akhangaran) at a speed of 5-8 m/s, and in
some areas exceeded 10 m/s. During this period, air quality monitoring stations
recorded a simultaneous increase in concentrations of Pm₂,₅ and pm₁₀ particles.
Based on
the results of laboratory studies conducted in relation to the State Unitary
Enterprise MAXSUSTRANS-ISHB, additional compensation payments for atmospheric
air pollution in the amount of 683 million 870 thousand soums were accrued. The
documents are currently being prepared for referral to the judicial
authorities.
For
reference: the construction of a household waste landfill located in the Yangi
district of the Akhangaran district began in 2021. To date, the construction of
the facility has not been completed and it has not been put into operation.
However, since May 2025, the State Unitary Enterprise MAXSUSTRANS-ISHB has been
exporting and disposing of household waste generated in the city of Tashkent at
this landfill.
