The Law "On Urban Renovation" was discussed at the 14th plenary session of the Senate.

In our country, one of the priorities of state policy is the development of cities based on modern requirements and a fundamental improvement in the living conditions of citizens.

The main purpose of the Law is to improve the living conditions of the population, gradually upgrade seismically dangerous and physically outdated buildings, modernize engineering and communication networks and create an urban environment based on modern requirements.

In particular, it is established that the processes of urban renovation should be open and transparent, and the renovation program should be posted on the electronic platform "Urban Renovation", open to the public, as well as published in the media and on the official websites of authorized bodies.

Along with this, four different forms of compensation are envisaged. Thus, compensation is provided by transferring ownership of a new or other residential or non-residential facility on the territory of urban renovation, in cash or in other forms specified in the agreement. The form of compensation is chosen voluntarily in accordance with the agreement between the owner and the Office for Urban Renovation.

It also provides that the owners will be paid a lump sum of twelve percent of the amount of compensation for the inconvenience caused.

Most importantly, one of the main principles of urban renovation is prioritizing equality and protecting the rights of the population in need of social protection. In addition, if necessary, relocation or temporary rental is provided for the relocation of citizens to a prepared area, and persons with disabilities to comfortable housing.

The law establishes the principle of the priority of owners' rights and strengthens the guarantees that all contradictions and ambiguities arising in relations with government agencies are interpreted in favor of the owner.

In their speeches, members of the Senate emphasized that this Law, aimed at updating outdated housing stock and creating modern infrastructure for the population, serves to ensure sustainable and planned urban development.

At the end of the discussion, the Law was approved by the senators.
