This was stipulated in the Presidential Decree "On further improvement of the system of providing social assistance through the 'Youth Register' funds."

According to the Decree, through the "Youth Register" funds:

• The subsidy for covering the costs of driver training courses for automotive and motor vehicles will be paid for obtaining "A," "B," "D," and "DE" categories of driver's licenses;
• Up to 50% of the tuition fee (contract amount) for students in vocational and higher education institutions will be paid based on the level of fulfillment of the terms of the signed social contract, and must not exceed 50 times the Base Calculation Amount (BCA) for one academic year;
• The same person may use different types of social assistance no more than 2 times within 1 year.
