The authorities of Ukraine and European countries are preparing a 12-point plan that will help bring about an end to the war. One of the provisions is the lifting of sanctions against Russia, the American Bloomberg news agency reported on Tuesday, October 21, citing anonymous sources.
Kiev is ready to approve the lifting of sanctions against Russia
According to journalists, the plan implies a cease-fire, the refusal of any progress at the front, the return to Ukraine of all deported children and the exchange of prisoners. After that, Ukraine should receive security guarantees and funds to repair the damage caused by the war, as well as the possibility of joining the European Union as soon as possible.
The plan also assumes that sanctions against Russia will be gradually lifted. At the same time, about $300 billion of the frozen reserves of the Central Bank of the Russian Federation will be returned to Moscow only when it agrees to contribute to the post-war reconstruction of Ukraine. Sanctions may be resumed if Russia attacks Ukraine again, the plan says.
Recognition of the occupied territories is excluded
The plan also says that Moscow and Kiev will enter into negotiations on the management of the occupied territories of Ukraine, while neither Europe nor Kiev legally recognize them as Russian. It is assumed that the "peace council" headed by US President Donald Trump will have to monitor the implementation of the plan.
