The relevant resolution was signed by Tashkent Mayor Shavkat Umurzakov on October 19.

Microforests ranging in size from 200 to 1,000 square metres will be established primarily in areas where there is insufficient vacant land for landscaping. Dense planting is planned, with at least two tree and shrub saplings per square metre. In locations where planting directly into the ground is not possible, public gardens will be created using large containers.

Land designated for green spaces will be prohibited from being transferred into the ownership of individuals or legal entities, built upon, or used for other purposes. Public access to these areas must also remain unrestricted.

By November 1, 2026, the capital’s districts must prepare landscaping programmes. These will include plans to create green gardens, shaded pedestrian streets, improve irrigation systems, and introduce measures for tree maintenance.

From January 1, 2027, under the “Yashil Lot” system, individuals and companies are expected to be able to obtain land plots through contractual arrangements for the creation of green gardens.

In addition, by January 2028, a digital “Tree Balance” system is planned to be introduced on the “Yashil Makon” platform. It will make it possible to record the location, species, age, and condition of every tree.

The autumn tree and shrub planting season in Tashkent will begin on November 10, 2026. Before then, municipal services have been instructed to prepare planting sites and inspect irrigation systems.
