During the meeting, Agency Director Rafael Grossi noted that during his visit to Tashkent in 2024, he discussed with the President of Uzbekistan Shavkat Mirziyoyev, the issues of the country's accession to a number of nuclear conventions. According to him, Uzbekistan has joined four key international conventions in the nuclear field in a short time: The Vienna Convention on Civil Liability for Nuclear Damage has been added to the conventions “On Nuclear Safety”, “On Assistance in the Case of a Nuclear Accident or Radiological Emergency” and “On Early Notification of a Nuclear Accident”. The decision to accede to this document was the result of the personal attention and support of the Head of State.
On September 26, 2025, the Law of Uzbekistan "On the Accession of the Republic of Uzbekistan to the Vienna Convention on Civil Liability for Nuclear Damage (Vienna, May 21, 1963)" was adopted. Based on the relevant regulatory legal documents, Uzbekistan is advancing a number of initiatives for the development of nuclear energy, including the construction of a nuclear power plant and small modular reactors. Through this, the country is demonstrating resolve and the ability to make rapid strategic decisions.
At the end of the meeting, the Director General expressed gratitude for the active and effective cooperation with Uzbekistan.
