Cabinet of Ministers Resolution No. 577, dated October 19, 2026, approved the Regulation on the Procedure for State Registration of Medical and Pharmaceutical Workers.

According to the document, individuals who have not completed state registration will be prohibited from engaging in professional medical or pharmaceutical activities in their respective specialties.

The authorized body responsible for this process will be the Center for Qualification Assessment of Medical and Pharmaceutical Workers.

From July 1, 2027, to January 1, 2030, medical and pharmaceutical workers will be able to register voluntarily in their respective specialties. Registration will be based either on the results of a specialized examination or on an automatic procedure conducted when professional qualification categories are awarded.

Workers with at least 20 years of experience in their specialty and an academic degree will be registered without taking the specialized examination. However, this exemption will not apply to specialists who have not continuously practised their profession for three or more years at the time of application.

Applicants can complete the registration process through public service centers, the Unified Portal of Interactive Public Services, or the Medical Qualification Platform.

Electronic applications can be submitted 24 hours a day, including weekends and public holidays.

The authorized body will review each application within five working days and decide whether to admit the applicant to the specialized examination or deny admission.

State registration certificates will be issued electronically. Their authenticity can be verified through the Unified Electronic Register of Medical and Pharmaceutical Specialists. Paper originals and duplicate certificates will not be issued.

To continue practising professionally, registered workers will be required to renew their state registration every five years.

The resolution will enter into force three months after its official publication.
