The document was developed in accordance with Presidential Decree No. UP-74 dated 05/07/2024 "On identifying priority areas for the implementation and development of a modern management system in the water sector."

The Resolution approved the Regulation on the procedure for receiving, reviewing and encouraging individuals who submit photographic materials and (or) video recordings of violations in the field of water management.

According to the regulation, photo and video materials about the offense recorded with the help of video equipment must reflect:

· the committed offense;

· information about the person who committed the offense (if any);

· the address where the offense was committed, as well as the date and time when the offense was discovered.

Persons who sent photos and videos depicting the crime are rewarded with a monetary reward in the amount of 25% of the total amount due to the fine levied from the offender.

In cases where another penalty measure is applied for a crime that is not related to an administrative fine, persons who have sent photos and videos are encouraged in accordance with the Regulation on the Procedure for Encouraging Citizens and Public Organizations to actively Participate in Ensuring Public Safety, Preventing Offenses and Combating Crime (approved by the PCM dated 8.01.2018 № 15).

The document was published in the National Database of Legislation in the official language and entered into force on 06/11/2025, Norma reports.
