Farms and other agricultural enterprises that annually display in their tax reports cotton harvests of more than 50 quintals per hectare, grain - over 80 quintals per hectare, next year:
the planting of potatoes, vegetables, melons, oilseeds, legumes and fodder crops for livestock by crop rotation is guaranteed on 25% of the leased total land area;
Membership fees to the Farmers' Council of Uzbekistan are set at 0.3% of the starting price for raw cotton announced on the stock exchange and the average grain price formed on the stock exchange.;
When calculating the land tax, coefficients are applied that decrease up to three times in proportion to the base rate (Presidential Decree No. UP-18 dated 02/03/2025).
50% of farms and members of agricultural cooperatives will receive preferential loans against a 50% pledge of property, in particular, against the right to lease land from the resources of the State Agricultural Support Fund for the cultivation of cotton.
Raw cotton grown by farms and members of agricultural cooperatives will be purchased directly. At the same time, direct contracts are concluded on the information portal of Uzbek Republican Commodity Exchange JSC and payments on them are made according to the rules of settlement and clearing operations of the exchange.
When leasing all types of agricultural land:
the terms of publication of the notice on the conduct of electronic online auctions are reduced from 15 to 5 days, repeated auctions - from 5 to 1 day.;
at repeated auctions, if an application is received from only one bidder, he is invited to voluntarily buy the lot at the price announced in these auctions.;
At each repeat auction, the lot price is reduced from 10% in stages until its starting price is lowered to 20%.
From April 1, 2025, installment payments for the right to lease land plots and provide discounts when they are paid in full will be canceled in online auctions.
In 2025-2026, an average of 10-20% of the total agricultural land area will be put up for online auction, with the condition of planting fodder crops for livestock on them.
