Along with the heads of delegations of the SCO member states and the heads of its permanent bodies, the event was attended by leaders of observer and partner countries, distinguished guests, United Nations Secretary-General António Guterres, and senior officials from other international organizations.
During his speech, the President of Uzbekistan discussed the importance of the UN and regional organizations amid current global changes.
“It is important to determine how states and regional associations can help global institutions more effectively fulfill their universal mission”, the President of Uzbekistan emphasized.
Based on the outlined vision, the UN should maintain its core coordinating function, with regional entities supporting it by helping implement shared principles and decisions. These regional structures should consider local circumstances, needs, and opportunities to ensure effective practical application.
In this context, the SCO Plus format takes on particular significance for its ability to bring together states, regions, and organizations around a common agenda and to promote dialogue on aligning various initiatives and shaping the architecture of global governance.
As emphasized, Uzbekistan remains committed to developing open, mutually beneficial cooperation across the Eurasian space.
“For us, connectivity is a matter of strategic autonomy and resilience. We advocate a form of multipolarity that does not create new dividing lines but expands the space of opportunities, where regional projects and initiatives do not compete with one another but effectively complement each other”, the President of Uzbekistan stated.
Based on the meeting agenda, several forward-looking proposals were put forward.
First and foremost, participants proposed developing the SCO Plus format as a platform for interregional dialogue on sustainable growth, adopting advanced technologies, climate adaptation, human capital development, accessible education, and youth support.
To share experiences, coordinate strategies, and collaboratively develop solutions within the UN framework, SCO Plus could function as a platform for creating a Partnership Network of Regional Organizations.
One of the key priorities is to actively use the potential of regional organizations to achieve the UN Sustainable Development Goals.
As a practical measure, it was proposed to establish an Open Bank of Interregional Projects and Technologies focused on natural resource management, green energy, digital services, and healthcare.
Particular attention was paid to expanding broad economic cooperation.
“Businesses everywhere should see tangible results, including simplified market-access procedures, the launch of cross-border corridors, and increased inflows of direct investment”, the President noted.
With a focus on these specific performance indicators, an initiative was proposed to transform the SCO Invest Forum into a permanent platform.
Building on the unique experience gained through cooperation among states with different political systems, cultural traditions, and views on international processes, it was proposed to establish a permanent SCO Plus Forum of Cultures and Civilizations and to hold the forum in Khiva, an ancient center of science and enlightenment.
Concluding his speech, the President of Uzbekistan highlighted that the SCO Plus format serves as a platform aligned with current needs. Growing agreement among countries and regions helps build a stronger foundation for stability and mutual trust.
