It was noted that a number of laws and issues are planned to be discussed at the plenary session, which will be held in the form of a videoconference.
Among them are the laws "On the safety of hydraulic structures", "On amendments and additions to the Criminal Procedure Code of the Republic of Uzbekistan in connection with the improvement of the institute for checking the legality, validity and fairness of judicial decisions", "On amendments and amendments to some legislative acts of the Republic of Uzbekistan aimed at improving the licensing system and licensing procedures in the sphere of turnover of crypto assets".
It is also planned to consider the laws "On amendments to Article 31 of the Law of the Republic of Uzbekistan "On Advocacy", "On amendments and additions to the Law of the Republic of Uzbekistan "On volunteer activity", "On amendments and amendments to Article 43 of the Law of the Republic of Uzbekistan "On the Protection and Use of wildlife", "On amendments to the Law of the Republic of Uzbekistan "On Veterinary Medicine".
In addition, the results of the parliamentary inquiry sent to the Cabinet of Ministers on cleaning riverbeds and strengthening their banks, the negative impact of mining of non-metallic minerals on the environment, water and road facilities will be discussed.
Issues of rational use of water resources were also discussed at the Kengash meeting. It was noted that due to the reforms carried out in the field of economical use of water resources, water consumption has decreased by an average of 51 billion cubic meters. m with 64 billion cubic meters. m per year compared to the 90s of the last century. Also, if earlier, on average, 16 thousand cubic meters of water were used per hectare of irrigated land, now this figure has been reduced to 10 thousand cubic meters. Mechanisms have been introduced to stimulate the introduction of water-saving technologies in agriculture.
However, along with the positive results achieved in this area, there are still a number of problems that need to be solved. In particular, about 90 percent of the fresh water produced in our country is used in agriculture, and the water consumption per hectare is 2-2.5 times more than in technologically developed countries. Due to failures in irrigation systems, significant losses occur in the supply of water to cultivated lands.
In order to take measures to eliminate the problem, a working group was formed on the initiative of the Senate from among representatives of the Academy of Sciences of the Republic of Uzbekistan, ministries and departments related to water management, agriculture and other areas, and the general public.
The Working Group has developed a comprehensive action plan on the protection of water resources, their rational and efficient use, improvement of water management mechanisms, which covers problems in all spheres and industries and measures to address them.
After discussions on this issue, a corresponding resolution of the Senate Kengash was adopted.
After that, the members of the Kengash discussed issues of further improving the effectiveness of parliamentary control over the implementation of tasks related to the socio-economic development of the Andijan, Namangan and Ferghana regions, as well as studying the state of ongoing work to prepare for the autumn-winter season of 2023-2024 in the
