Goals:

to ensure an increase in gross regional product by 11.7%, industrial production by 8.5%, market services by 19% and construction work by 17.3% by the end of 2026;

to attract foreign direct investment of $9 billion in 2026 and $10 billion in 2027;

to increase the flow of tourists by creating historical, cultural and entertainment facilities.

The document provides for the implementation of a set of initiatives to develop entrepreneurship, improve urban infrastructure and expand economic activity, including among young people.

By the beginning of 2031, as part of the experiment, land plots from special economic and industrial zones will be assigned to each district of the capital to accommodate projects by decision of the city's khokim. This will strengthen the ties between the FEZ and the districts, expand their capabilities and increase the number of new projects.

A Youth Creative Park will be created in the building of the Almazar District Youth Center, where they will support startup projects, teach young people foreign languages and modern professions, and develop a reading culture.

The document also provides for new measures to support the book industry. Entrepreneurs who are members of the Tashkent Book Trade Association are allowed to open small bookstores in high-traffic areas. They are organized in markets, large shopping and entertainment centers and on the central streets of the city.

It is also planned to create book cafes and "Book Streets" in round-the-clock parks.

At least one bookstore will be opened in shopping malls with an area of more than 5,000 square meters.

To manage the water resources of the city of Tashkent based on a modern approach, maintain water balance and their effective use, including reuse, a Water Resources Management Center is being created under the city administration in the form of a state institution funded from the Tashkent City Development Fund.
