"We are considering various options for restrictions. A working group has been set up in the Ministry. The main goal is to protect children from illegal content, which has already been implemented in many countries around the world. The question remains open.: We plan to have a broad discussion with the society, parents, teachers and media representatives," said Juldyz Suleimenova.
The Minister listed the key measures that are currently being worked out.:
mandatory registration of SIM cards for minors as the first step to access control;
monitoring of content accessible to children under 14 years of age, with the possibility of promptly blocking illegal materials;
Strengthening digital and media literacy programs in schools, where children will be taught how to safely use the Internet and social networks.
"The decision to restrict access to social networks will definitely be submitted for public discussion with the participation of the media community and parents. The working group has already been formed, and we will inform you about the date of the first meeting later," the minister added.
She stressed that the initiative is still under discussion and no final decisions have been made.
In December 2025, the Ministry of Culture and Information of Kazakhstan drafted a bill prohibiting the registration of users under the age of 16 on online platforms. Later, the agency clarified that the ban would apply exclusively to social networks. media.az.
