Tasks and plans in the field of labor migration are presented

    On 18 November, President Shavkat Mirziyoyev was briefed on efforts to improve the system of external labor migration and to organize migration processes in accordance with international standards.

    Thanks to the systematic work carried out in recent years to ensure organized employment of citizens abroad, the labor market is becoming more diversified, and citizens are now traveling abroad mainly for higher-paid jobs. As a result, despite a decrease in the number of citizens working abroad compared to 2016, the volume of remittances they send has increased from $3.8 billion to $15.8 billion over the first ten months of 2025.

    During the presentation, it was noted that there is a high demand for qualified specialists on the international labor market. At present, requests have been made for 140,000 specialists. However, significant work remains to prepare workers who meet the language and professional skill requirements. In addition, due to the fragmentation of labor migration services, citizens continue to face various inconveniences.

    For this purpose, the task has been set to streamline services in the sector and unify all processes under the “one-stop shop” principle.

    A Center for Preparing for Employment Abroad will be established in Uchtepa district of Tashkent, and a unified migration services center will be created in Termez. In cooperation with international companies, German and Japanese language schools will open in Yashnabad district of the capital.

    It was noted that over the past several years, migration flows to European countries have increased fourfold. The importance of strengthening legal protection for citizens working there was emphasized. Currently, there are no labor migration agreements with any European countries. The President instructed that the development of the relevant intergovernmental documents be expedited.

    Plans also include increasing the number of labor migration attachés and offices of the Migration Agency under the Cabinet of Ministers abroad, as well as opening mobile visa centers in the country’s regions.

    During the presentation, the issue of digitalizing migration services was also reviewed.

    The “Khorijda Ish” platform currently offers 25 services, and since the beginning of this year, 524,000 citizens have used its online services. However, not all services have been digitalized.

    The President emphasized the need to improve the service delivery processes by integrating artificial intelligence technologies into the system. Information was presented on plans to introduce biometric identification on the platform, real-time monitoring of foreign job vacancies, and remote consultations for citizens. A proposal was made to establish a situation center within the Migration Agency to provide citizens with round-the-clock operational assistance.

    An increase in cases of illegal migration and fraud in consulting services was also noted. In this regard, to enhance labor migrants’ legal awareness, it was proposed to install interactive information kiosks on migration issues at international airports, as well as to increase fines for consulting organizations operating without a license. The possibility of introducing criminal liability for organizing and facilitating illegal migration into the Criminal Code was also instructed to be examined.

    The Head of State approved the submitted proposals and gave additional instructions to officials to improve the convenience, safety, and transparency of labor migration processes.
