Chairman of the Senate Committee on Science, Education and Health B. Abdullayev asked the Minister to clarify the causes of cases of violence against children in preschool educational institutions, including in non-governmental preschool organizations, and the measures taken to prevent them.

In recent years, the country has carried out large-scale reforms aimed at further improving the preschool education system.

In particular, in order to create a competitive environment in this area and increase the coverage of children in preschool education, the activities of non-governmental preschool educational organizations are supported, and they are provided with certain benefits.

As a result, 38,058 pre-school educational organizations have been established in the republic today, of which 31,139 are non-governmental pre-school educational organizations. Currently, 946,540 children are enrolled in these non-governmental preschool organizations.

Despite the positive results achieved in this area, there are some problems that worry everyone.

Article 26 of the Constitution of the Republic of Uzbekistan stipulates that no one may be subjected to torture, violence, or other cruel, inhuman or degrading treatment or punishment, and according to article 78, childhood is protected by the State.

However, there are cases of child abuse in some preschool institutions, as evidenced by reports circulating on social media.

Based on the above, Chairman of the Senate Committee on Science, Education and Health B. Abdullayev sent a senatorial request to the Minister of Preschool and School Education of the Republic of Uzbekistan.

As noted in the request, cases of child abuse have recently occurred in some non-governmental preschool organizations.

In particular, it was established that the teachers of the non-governmental preschool educational organization "Tanzilandia" in the Mirzo Ulugbek district of Tashkent committed violent acts against the pupils of this organization, the teacher and the assistant teacher of the non-governmental preschool organization "First Daycare" in Yunusabad district taped one of the children on a chair because he did not eat.

The recent increase in such negative cases indicates that the educational and educational services provided to children in preschool organizations, including in non-governmental preschool educational organizations, and monitoring of the conditions created for them are not well organized.

Considering that there are currently 31,139 non-governmental preschool educational organizations and 6,919 state preschool educational organizations operating in the republic, no one guarantees that such undesirable cases do not occur elsewhere.

The senator asked the Minister to clarify the causes of cases of violence against children in preschool educational institutions, including in non-governmental preschool organizations, and the measures taken to prevent them.
