The CIS Executive Committee was represented at the meeting by Igor Malashevich, Adviser to the Department for Security Cooperation and Countering New Challenges and Threats, Deputy Head of the Council Secretariat. He announced the greeting of the CIS Secretary General Sergey Lebedev to the participants of the meeting.

In the greeting, in particular, it is noted that the meeting of the Council is taking place at a time of complication of the situation in the world, when the financial component is gaining more and more weight in terrorism. The resources brought into the shadows are used to fuel the criminal activities of terrorist organizations.

"Under these conditions, your Council responds promptly to modern challenges and threats and makes a worthy contribution to ensuring security in the Commonwealth space. The coordinated and purposeful work of the SRPF is one of the most important areas of cooperation in the field of security and law enforcement in the Commonwealth countries. With the direct participation of the Council, the regulatory and legal framework of cooperation is being improved," the greeting emphasizes.

Sergey Lebedev expressed gratitude to the members of the Council for their effective participation in the implementation of targeted interstate programs in the field of strengthening security. He particularly noted the high efficiency of the Barrier and Orion operations, within the framework of which international terrorist centers were successfully identified, as well as structures assisting them, countering the legalization of criminal proceeds and their seizure were carried out.

The participants of the event discussed the specifics of the operational situation in the CIS countries in the field of countering the legalization of criminal proceeds and the financing of terrorism, measures taken to stabilize it, heard information about practical measures implemented by financial intelligence units in 2023, organized within the competence and under the guidance of working groups of experts of the SRDFR.

In addition, the participants of the meeting reviewed the progress of work on the creation of an International Center for Risk Assessment of the Legalization (Laundering) of Proceeds from Crime and the financing of terrorism and the results of work using the functionality of the test version of the ICOR to identify foreign centers of "attraction" of financial flows of criminal and dubious origin.

The members of the Council discussed the information exchange system between the financial intelligence units of the Commonwealth "Synergy" and the implementation of the previously adopted decisions of the SRPF. In the format of a video message, speeches were made by the heads of the secretariats of the Interstate Council for Combating Corruption and the Coordinating Council of Heads of Financial (Tax) Investigation Bodies of the member States of the Commonwealth of Independent States.

Also, the participants of the meeting decided on the time and venue of the next meeting of the Council of Heads of Financial Intelligence Units. It will be held in December 2023 in the People's Republic of China.
