The document was developed based on the goals and objectives set out in the Xi'an Declaration of May 19, 2023. The Central Asia–China format secretariat is being created to comprehensively promote cooperation between the Central Asian States and the People's Republic of China and the functioning of appropriate mechanisms.

The secretariat coordinates the implementation of agreements between partner countries, ensures the effective implementation of practical projects and forms a permanent platform for dialogue.

The Regulations on the Secretariat define the functions, powers, structure and composition of the Central Asia–China format Secretariat, as well as the rights, duties and status of its staff.

The ratification of the regulation contributes to the intensification of Uzbekistan's participation in the processes of regional integration, the development of economic, investment, infrastructural, transport and logistics ties and an increase in trade turnover between the countries.
