Tasks:
further expansion
of the capabilities of deputies of the Legislative Chamber of the Oliy Majlis
in solving socio-economic issues in electoral districts within the framework of
the initiative budget processes;
simplification of
the procedure for financing socially significant projects based on partnership
between the population and the state within the framework of the initiative
budget processes;
digitalization of
partner project financing processes.
Starting from
August 1, 2026, each deputy on the Open Budget information portal selects one
or more projects within the funds allocated for one season, which are announced
as the winner in an additional order.
From January 1,
2027, to create additional financing opportunities for partner projects:
Mobile
applications display a list of all partner projects and online statistics of
the initiative budget processes with integration with the portal.;
Funds from partner
projects funded through mobile applications are directed directly to the
relevant funds of civil initiatives.
If 50% of the cost
of partner projects is collected voluntarily by the population through mobile
applications, the remaining 50% of the cost of partner projects is
automatically funded according to the established procedure.
If sufficient
funds have not been raised for the implementation of partner projects, at the
request of the relevant users, funds collected by citizens will be refunded via
mobile applications within 10 working days.
The document
introduces the procedure for the implementation of partner projects for the
repair of internal roads worth up to 2,000 BRV by district (city) improvement
departments.
