According to the decree, the national social rehabilitation project "Second Chance" is being implemented, aimed at training convicted youth in modern professions.
As part of the project, a system for teaching modern digital professions to young people in penitentiary institutions will be introduced.:
from June 1, 2026 - in Tashkent, Navoi and Kashkadarya regions.;
from March 1, 2027 - in other regions of the republic.
At the same time:
Training courses are organized directly in penitentiary institutions on the basis of 8-12-month intensive programs.;
young people who are serving sentences for crimes that do not pose a great public danger, less serious and serious crimes, are involved in the training.;
Participants of the courses also receive training in unified intensive foreign language learning programs (English, Russian, Chinese, etc.);
upon completion of the courses, certificates are issued in electronic form to young people who have mastered the relevant programs.
