According to the Ministry of Preschool and School Education, the main purpose of the changes is to reduce the burden on teachers, simplify the requirements for the allocation of school hours, and ensure greater transparency and fairness in this process.

In particular, the number of criteria determining the priority in the distribution of academic workload has been reduced from 19 to 10. These changes were developed taking into account the numerous suggestions of the teachers themselves.

Thus, in order to ensure equal opportunities for all teachers, the following provisions were excluded from the list of criteria:

having a diploma from one of the world's leading universities ranked in the TOP-1000;

preparation of winners of international and major subject Olympiads.

The reason is that such opportunities are not available to every teacher.

According to the new procedure, when distributing the academic load, the main focus will be on the professional qualifications and effectiveness of the teacher, confirmed by:

national or international certificates attesting to the level of proficiency in the subject;

modern professional competencies;

real achievements in teaching.

As a result, teachers who are constantly improving their qualifications, have a high level of professional skills, and are able to provide high-quality education will receive preferential treatment.

It is expected that this will improve the quality of teaching, improve the educational outcomes of students and generally improve the level of education in schools.

The new procedure, which will begin to be applied from the new academic year, will be an important step in the objective assessment of teachers' professional potential and the implementation of a performance-based HR policy.
