Goals:
early elimination of corruption-generating factors through identification and assessment of corruption risks, and the introduction of a modern compliance control system in courts;
recruitment of court staff based on transparent procedures and open competition, ensuring professional growth of employees based on a fair and objective assessment of their potential, skills, professional qualities and special merits (meritocracy);
strengthening public confidence in the judicial system, increasing the prestige and authority of the court, and turning the judiciary into genuine supporters of reforms towards building a New Uzbekistan.
A compliance control service is being created within the existing administrative staff units of the judicial system, and special uniforms are being introduced for court staff with a class rank.
Prevention of corruption in the judicial system is carried out among:
Judicial Corps – The Judicial Inspectorate for Ensuring the Integrity of Judges and Preventing Corruption of the Supreme Judicial Council;
employees of the court staff, including the Department for Ensuring the Activities of the Courts, are represented by the Compliance Control Service of the Supreme Court.
The main tasks of the Compliance Control Service
are to identify and assess corruption risks, and to take measures to eliminate corruption-causing factors in the activities of the court staff.;
monitoring compliance with professional ethics standards and legislative acts;
ensuring transparency and objectivity in the recruitment process to the court staff;
creating an intolerant attitude towards corruption;
launching and maintaining income and property declaration systems, cases of conflict of interests of court staff, their family members (spouses and minor children), prevention of cases of localism and cronyism, etc.
The portal is planned to be launched "vacancy.sud.uz " and the electronic platform "SudHR" providing digitalization of personnel work.
By the end of 2026, a diagnosis of the level of resistance to corruption in the judicial system will be carried out. They will also improve the program for the automatic distribution of court cases.
The Academy of Justice will be audited in accordance with the international standard of the anti-corruption management system ISO 37001 by June 1, 2027.
A roadmap has been approved for additional measures to improve the effectiveness of the compliance control system in courts.
