The main objectives of the Decree are defined:
creation of additional botanical gardens and arboretum parks with a total area of at least 100 hectares in the Republic of Karakalpakstan, regions and the city of Tashkent by 2028;
reducing the concentration of harmful particles such as PM2.5 and PM10 by 20-25 percent, as well as creating conditions for reducing air temperature by an average of 1.5–2 °C in regions with difficult climatic conditions.
According to the Decree, arboretum parks are equivalent in status to botanical gardens.
The land areas allocated for the creation of botanical gardens and arboretum parks, on an exceptional basis, are exempt from compensation payments for losses of agricultural production.
It is strictly prohibited to privatize or alienate land plots of botanical gardens and arboretum parks, transfer them to sublease, as well as reduce their territories.
