Dishan-Kala, built in 1842 by order of Khan Allakuli of Khiva, unfortunately, is in an extremely ruined state today. Of the 6,200 meters of the fortress wall, 2,000 meters are completely destroyed, and another 2,500 meters are in disrepair. In addition, many illegal constructions have been carried out around the wall for many years, as a result of which there is practically no space left for movement along the wall.
Today, the Ministry of Ecology, Environmental Protection and Climate Change aims to turn Dishan-Kala into a tourist destination similar to Ichan-Kala, restore the destroyed wall and return the territory to the people as a green zone and a place of recreation.
For reference: Ichan-Kala is one of the most famous sights of Uzbekistan. There are 58 cultural heritage and archaeological sites on its territory, more than 28 expositions, 56,670 historical artifacts and objects, as well as 174 craft shops. In 2024, the fortress was visited by about 1 million foreign and 3.5 million local tourists. By the end of 2025, 2 million foreign and almost 5 million local tourists are expected to visit.
In order to preserve Dishan-Kala, it is planned to relocate 55 residential and non-residential buildings in the Shikhlar mahalla of the city of Khiva to other areas. Green areas and parks will be created in their place, trees will be planted, and landscaping and landscaping works will be carried out.
In addition, the fortress wall will be restored according to national architectural traditions and restored to its historical appearance. A 1.5–2.0-meter-wide pedestrian alley will be created along the wall. A modern tourist complex will also be built in the adjacent Shikhlar and Angarik mahallas.
Such measures are aimed not only at preserving Dishan Kala, but also at developing its tourism potential.
