Young people from low-income families will receive additional benefits

    Decree of the President of the Republic of Uzbekistan dated 11/20/2025 No. UP-222 "On further improvement of the social assistance system through the Youth Notebook Foundation" was adopted.

    The document defines the tasks:

    · to provide 16 thousand young people included in the "Youth Notebook" with a permanent source of income;

    · to achieve positive indicators of adaptation in the educational process of 30 thousand young people included in the "Youth Notebook";

    · increase the proportion of young people who regularly read popular science and fiction within the framework of the Mutoola project by 10 %;

    · to increase the social activity of 100,000 young people included in the "Youth Notebook";

    · to increase the proportion of young people who have mastered foreign languages within the framework of the Ibrat Farzandlari project by 30%.

    Starting from February 1, 2026, young people included in the Register of Low-income Families will be able to conclude a social contract with the state, which involves receiving additional financial assistance and benefits.

    However, they must meet several conditions:

    · continue studying (except in cases where there are valid reasons);

    · have positive academic performance indicators;

    · to carry out volunteer activities;

    · participate in projects conducted within the framework of the Olympiad of Five Initiatives;

    · regularly read scientific, popular science and fiction;

    · organize entrepreneurial or self-employed activities;

    · achieve a foreign language proficiency level of at least B1.

    Citizens who fulfill their obligations under the social contract within six months from the date of its conclusion will be encouraged. In particular, they are provided with the following benefits:

    · Based on the level of fulfillment of the terms of the concluded social contract, the contract amount for students in professional and higher education organizations will be paid in the amount of up to 50%, while the total amount of payment for one academic year should not exceed 50%.;

    · A subsidy will be paid to cover the costs of training courses for drivers of motor vehicles to obtain driver's licenses.

    In addition, the procedure for free military service in the mobilization conscription reserve is being introduced, while the procedure for allocating subsidies for these purposes is being abolished.

    The same person can use different types of social assistance no more than 2 times in one year.
