The event brought together representatives of government agencies, the judicial system, law enforcement agencies, national human rights institutions, the legal profession, the academic community, as well as international organizations.

In his welcoming speech, Akmal Saidov, Director of the National Center for Human Rights, member of the UN Human Rights Committee, stressed that ensuring the right to freedom and personal integrity is one of the key criteria for the rule of law and public confidence in state institutions. It was noted that the New Uzbekistan consistently strengthens national legal and institutional mechanisms for the protection of human rights, expands cooperation with the special procedures of the UN Human Rights Council and considers international cooperation as a practical tool for improving law enforcement.

The key speaker of the seminar was Ganna Yudkovskaya, Chairman-Rapporteur of the Working Group on Arbitrary Detention of the UN Human Rights Council, who provided explanations on the mandate of the Working Group, its procedures for reviewing individual communications, urgent response mechanisms, as well as practice of interaction with national authorities.

During the discussions, the following issues were considered:

- International standards for ensuring the legality of imprisonment;

- Procedural guarantees during detention and detention;

- How States respond to the appeals and recommendations of the Working Group;

- Issues of strengthening interagency coordination and information exchange.

The seminar participants emphasized the practical importance of direct professional exchange of experience and confirmed their readiness to further develop cooperation with UN mechanisms in the field of preventing arbitrary detention and improving national law enforcement practices.

The seminar was another step in the implementation of the consistent policy of the New Uzbekistan to strengthen the national human rights protection system, develop legal education and introduce international standards into the activities of government agencies.
