The project is aimed at regulating the procedure for the formation of the register of unscrupulous performers, inclusion and exclusion from it.
For reference: Presidential Decree No. PP-425 dated 17.11.2022 was entrusted with approving the procedure for forming a Unified register of Unscrupulous performers and ensuring its integration with the National Information System "Transparent Construction".
In accordance with the Project, the inclusion of a participant, winner or performer in the register of unscrupulous performers can be carried out by a decision:
vessels;
commissions for consideration of complaints in the field of public procurement;
ministries of Economy and Finance.
An unscrupulous performer is included in the register for a period of 2 years, after which he is considered excluded from the register.
Information from the registry will be open, publicly available and free.
The draft also specifies the grounds and procedure for applying persons to consider the inclusion of unscrupulous performers in the register.
The project can be changed, supplemented or rejected, reports "Norma".
