Public control over road repairs to be strengthened in Uzbekistan

    A Government Decree (No. 49 of 02.02.2022) "On measures to introduce standards of openness in the field of highways and strengthen public control in this area" was adopted.

    According to the Decree, from July 1, 2022, the “Shaffof yo'l” platform, containing a database related to the field of highways, will be launched in test mode.

    The resolution approved the list of information (17 items) to be posted on this platform.

    On a separate page of the “Shaffof yo'l” platform, photo and video messages of the population about road malfunctions, as well as emergency technical problems that have arisen for safe traffic on roads and roadsides (traffic lights and road signs are not installed or damaged, consequences arising after events caused by natural disasters) will be posted on the basis of public opinion.

    By May 1, 2022, an interactive online map-scheme of construction, reconstruction and repair of highways will be developed and posted on the platform.

    From 2023 onwards, the practice of mapping road sections of all categories, construction, reconstruction, repair of which is planned for next year, is introduced annually.

    According to the Resolution, through the information portal "Ochiq Budjet", the funds allocated in the parameters of the budgets of districts (cities) for the repair of internal roads of regional significance will be directed to the repair of on-farm roads, taking into account the formed public opinion.

    A separate provision was approved on this occasion.

    According to the regulation, the acceptance of proposals for the repair of internal roads on the basis of public opinion is carried out annually until January 10, and the determination of winners among the submitted proposals by voting is carried out until January 31 of the current year.

    Adult citizens can participate in the process of sending proposals and voting.

    Citizens can annually submit only one proposal for the repair of internal roads and also vote for only one proposal.

    Citizens are prohibited from voting for the proposal they have submitted.

    Internal routes chosen by citizens are automatically generated on the information portal in the form of proposals and give other citizens the opportunity to vote.

    Proposals submitted in each district and city are sorted from top to bottom based on the largest number of votes cast for them.

    The winning proposals will be determined automatically in the parameters of district (city) local budgets, taking into account the cost of implementing proposals within at least 50% of the funds allocated for the repair of intra-regional roads.

    According to the Decree, by March 1, 2022, a Register of on-farm roads will also be formed, containing the address (geo-location), full name, length, condition of on-farm roads (paved, repaired) and other data.

    From January 1, 2023, the “Shaffof yo'l” platform will be fully launched, the press service of the Ministry of Transport of the Republic of Uzbekistan reports.
