There has been an increase in appeals on social networks regarding difficulties with biometric identification faced by minors during the process of opening bank cards and linking them to mobile applications of payment organizations.
In accordance with the decision of the Central Bank's Board, changes were recently introduced to the "Instruction on the procedure for opening, maintaining, and closing bank accounts," granting minors aged 14 to 18 the right to independently open accounts.
To strengthen security when using bank cards, a requirement for biometric confirmation via Face-ID has been introduced for new registration in mobile applications, password recovery, or login from another device.
In this regard, the Central Bank has sent instructions to banks and payment organizations to ensure electronic payment capabilities for 14–18 year olds based on their risk management policy, while simultaneously maintaining additional identification requirements for high-risk operations.
Minors will soon be able to fully use their cards via the mobile applications of banks and payment organizations.
