Targets:
digitize at
least 5,000 administrative functions of government agencies by the end of 2028;
reduce the
cost of developing and operating government information systems by at least 30
%;
By the end
of 2030, increase the share of AI-based services at the EPIGU based on platform
data and model services to 10 %;
the
transition of ministries and departments to paperless document management and
interdepartmental electronic cooperation, etc.
Providing a
platform-based approach
The unified
digital platform is a technological element of the Digital Government system to
ensure:
unified
architecture, standards, technological and organizational approaches in the
creation, development and support of government information systems and their
cybersecurity;
reducing
the cost of developing public information systems through the use of reusable
digital components and services;
centralized
management of publicly available information, including its collection,
classification, storage, and use;
the
functioning of the payment infrastructure for accepting fees, charges, duties
and other mandatory payments for the provision of public services.
It is
planned to ensure the development of the Platform by July 1, 2027.
The unified
integrator for the creation and support of government information systems,
Uzinfocom LLC, is the technical operator and system integrator of the Platform.
Implementation
of a digital management system in the regions
The Smart
District platform, which allows real-time management of socio-economic
processes in the region, excluding the human factor, has been implemented in
the situation center of the Mirzo-Ulugbek district of Tashkent and has shown
positive results.
The Digital
Khokimiyat software package, which includes modules, will be improved based on
the Smart District platform.:
The
"Control panel", which allows you to monitor and analyze the
socio-economic situation in the regions,
the
"Human Dignity Index", which allows you to identify measures to
improve the standard of living and well-being of citizens;
A geoportal
that allows you to collect, analyze and process statistical data on industry
objects within the territorial divisions of government agencies, commercial
organizations and other structures on a single digital map;
The
"virtual assistant of the khokim", working on the basis of AI
technologies, reflects the situation in real time at the level of districts,
quarters and sectors and generates operational information, conclusions and
suggestions at the request of the leadership.
The phased
implementation of the Digital Management software and hardware complex in the
Republic of Karakalpakstan and regional centers, as well as in the city of
Tashkent, is planned by the end of 2026, and in other regions and cities of the
republic – in 2027-2028.
