The parties
discussed Uzbekistan's implementation of international obligations in the field
of eliminating discrimination against women, interaction with the Committee, as
well as issues related to preparations for the next session of CEDAW.
During the
conversation, A. Saidov highlighted in detail the main aspects of the Center's
activities and Uzbekistan's implementation of international human rights
obligations. Special attention was paid to the implementation of the provisions
of the Convention on the Elimination of All Forms of Discrimination against
Women, as well as the reforms in the field of gender equality adopted under the
new Constitution of the Republic of Uzbekistan.
The head of
CEDAW was informed about the preparation by Uzbekistan of a National Action
Plan for the implementation of international treaty obligations in the field of
human rights, as well as about the established relations of the Center with the
UN mechanisms. It was noted that Uzbekistan has consistently strengthened
institutional mechanisms for the protection of women's rights, including
through the activities of parliamentary Ombudsmen, the Commissioner for
Children's Rights and the National Ombudsman.
Nakhla
Haidar stressed the importance of active cooperation between the participating
States and the Committee and highly appreciated Uzbekistan's efforts in this
direction. She spoke about the current work of CEDAW, including the simplified
reporting procedure, which aims to reduce the burden on participating States.
The Chairman of the UN Committee also raised issues related to the
consideration of individual complaints and the activities of its working
groups.
The parties
discussed the general recommendations adopted by the Committee, including on
the equal participation of women in decision-making at all levels (General
Recommendation No. 40). The urgency of developing new recommendations on
climate change, digitalization, migration and human trafficking, taking into
account their impact on women's rights, was noted.
N. Haidar,
in the context of the reform of the UN treaty body system, expressed concern
about the insufficient degree of consultation with the members of the treaty
bodies during the preparation of the relevant report on the future of the
system, stressing that the treaty bodies are the foundation of the
international human rights architecture. The parties also discussed the issues
of providing resources to the treaty bodies and their interaction with the High
Commissioner for Human Rights.
A. Saidov
invited the Chairman of CEDAW and members of the Committee's Bureau to
participate in the fifth Samarkand Forum on Human Rights, which will be held at
the end of September this year and will be dedicated to the 60th anniversary of
the two International Covenants on Human Rights.
Following
the meeting, the parties confirmed their mutual interest in further developing
a constructive dialogue between Uzbekistan and the UN Committee on the
Elimination of Discrimination against Women. The next session of CEDAW, which
is scheduled to consider Uzbekistan's report, is tentatively scheduled for
2027.
