The regime of processing goods in the customs zone of Uzbekistan has been changed

    Resolution No. 555 of the Cabinet of Ministers of the Republic of Uzbekistan dated 09/02/2025 "On additional measures to simplify the processing of goods in the customs zone" was adopted.

    The document is aimed at implementing presidential decrees, including measures to develop small and medium-sized businesses and the electrical industry.

    The Resolution approved the Regulation on the customs regime of processing in the customs zone.

    The simplified procedure for applying the customs regime of processing in the customs zone provides for:

    · export of foreign goods to processing facilities;

    · placement of products manufactured in the processing mode in the customs zone for further deep processing by other producers in cooperation in the customs zone;

    · the right of the first local processor to purchase raw materials from abroad and sell semi-finished products to the second local processor under the contract for further deep processing.

    The goods are placed in the customs zone in the processing mode on the basis of a permit issued in accordance with the Customs Code and Regulations. For the repair of goods, a customs cargo declaration is used with the necessary documents attached. If replacement or delivery of foreign goods is required for repairs, this is possible only with the permission of the customs authorities.

    For certain types of goods, it is necessary to obtain a separate permission from the customs committee for processing operations.

    The customs regime of processing retains the status of a foreign product, and finished products are evaluated according to the established criteria of sufficient processing in accordance with customs legislation.

    You can use the goods placed in the processing mode if the following conditions are met:

    · compliance with processing deadlines;

    · performing operations specified in the permission;

    · processing at the place and by responsible persons;

    · not mixing with other goods without customs control;

    · accounting and reporting to the customs authorities.

    In case of repeated violation of the conditions of the processing regime during the year, the authorized person is obliged to ensure payment of customs duties in accordance with the requirements of the Customs Code.

    The document also approved the List of goods allowed for processing in the customs zone and beyond.

    The document was published in the National Database of Legislation in the official language and entered into force on 09/03/2025, Norma reports.
