The signing ceremony was attended by Deputy Minister of Internal Affairs of the Republic of Uzbekistan Rustam Mirzayev, Chairman of the Chamber of Lawyers of the Republic of Uzbekistan Shukhrat Sadikov, representatives of both sides, as well as representatives of the media.

During the event, it was noted that the modern corruption prevention system should be focused not only on detecting already committed offenses, but above all on timely elimination of the causes and conditions contributing to their occurrence.

It was emphasized that it was impossible to solve this problem solely by internal mechanisms of state control. The participation of the professional community, which is daily confronted with the practical application of legislation, sees existing problems and is able to propose effective solutions, is important.

It is for this purpose that the Ministry of Internal Affairs and the Chamber of Lawyers have agreed to create a permanent platform for professional interaction.

Within the framework of the memorandum, the parties will jointly analyze topical issues of law enforcement practice, identify systemic causes of corruption risks, develop proposals for their elimination, discuss initiatives to improve legislation, organize joint seminars, training events, scientific and practical conferences and exchange professional experience, etc.

Special attention will be paid to ensuring the rule of law, observing the rights and freedoms of citizens, improving the legal culture of law enforcement officers and forming common approaches to preventing corruption.

It was noted that the signing of the memorandum is an important step in the development of constructive interaction between the government agency and the independent professional community. Such cooperation will make it possible to identify systemic problems in a timely manner, make more effective organizational and legal decisions, as well as increase the openness and transparency of the activities of internal affairs bodies.

At the same time, the implementation of the memorandum will be carried out in strict compliance with the requirements of the legislation, powers and independence of each of the parties.

The ultimate goal of cooperation is to strengthen the rule of law, increase the effectiveness of corruption prevention, ensure reliable protection of the rights and legitimate interests of citizens, as well as further strengthen public confidence in the activities of internal affairs bodies and the institute of advocacy.
