The Tax Committee is actively continuing the legalization of passenger transportation services in Uzbekistan

    The work begun by the end of last year to legalize the taxi service sector and keep records of income and turnover in this market by legalizing the activities of officially unemployed persons has yielded its first results.

    The most popular service in Uzbekistan, Yandex Go, having localized its activities since December 2023, became a tax resident.

    Today, the largest market participants are integrated with the information systems of the Tax Committee. As a result, it is possible to generate a fiscal receipt for taxi services provided through these aggregators.

    It should be noted that with the formation of an official source of income for self-employed citizens providing passenger transportation services, information about these incomes began to be taken into account in economic activities (work experience, mortgages, consumer loans, payment of goods in installments, etc.).

    In December, 4.4 million trips were made through online taxi aggregators. 80.1 thousand self-employed drivers carried out passenger transportation. In January, the number of trips increased to 5 million. Transportation services were provided by 113.5 thousand self-employed drivers.

    These figures also increased in February. As of March 1, 2024, the total number of taxi services provided exceeded 18.3 million. Of these, 8.9 million were in February. The number of persons with the largest turnover amounted to 8,446 people, an average of 8.5 million soums per driver.

    As a result of joint work on the fiscalization of cash and non-cash payments, 9.7 billion soums of taxes were paid to the budget in December-February.

    In addition, there are a number of other issues in this direction that are waiting to be resolved and brought to the final result.

    In particular:

    • integration of all systems of local and foreign online aggregators operating in the capital and regions;
    • legalizing the activities of legal entities and individuals who do not fully comply with the requirements of the legislation, who have passed or have not passed official registration for passenger transportation by short numbers;
    • collecting the necessary proposals from them and preparing draft regulatory documents to legitimize their activities.
