According to the resolution, starting May 1, 2027, a system will be introduced to provide children with special educational needs with modern assistive devices that facilitate voucher-based education.

Starting from the 2027/2028 academic year, applicants with disabilities entering higher education institutions, as well as educators with disabilities undergoing certification and examinations to obtain national certificates determining their proficiency in general subjects, will receive:

  • An additional time allowance equal to 50% of the established standard time, along with access to examination materials in Braille, audio, and electronic formats.

Beginning in the 2026/2027 academic year, instruction in specialized state educational institutions for children with special educational needs will be organized based on individual educational curricula developed in accordance with the child's individual educational needs, functional capabilities, and academic progress.

Starting September 1, 2026, subsidies will be allocated to non-governmental educational institutions providing general secondary education through remedial classes for each student enrolled in such classes, in the following amounts:

  • In Tashkent: 11 times the basic calculation unit (BCU);
  • In regional centers and Nukus: 9.5 times the BCU;
  • In other districts and cities: 8.5 times the BCU.
