"The President instructed the head of the Legal Support Department of the presidential Administration, Murat Ukushev, to prepare amendments to the legislation providing for the strictest possible liability for crimes against children, girls and women. In particular, we are talking about the introduction of the death penalty for rape of children, as well as for rape with the murder of women. President Sadyr Japarov believes that especially crimes against children and women should not go unpunished," Askat Alagozov wrote on Facebook.
According to the president's press secretary, the recent murder of a 17-year-old girl "shocked the public," and Sadyr Japarov took this case under personal control.
17-year-old Aisulaa from the Issyk-Kul region of Kyrgyzstan disappeared on September 27: she went to a neighboring village and stopped contacting. Her body was found on September 29 in the Boomsky gorge. A suspect, a 41-year-old resident of Bishkek, was soon detained. He confessed that he had abducted Aisuluu, and then raped and killed her. He faces imprisonment from twelve years to life imprisonment.
In 1988, Kyrgyzstan introduced a two-year moratorium on the death penalty, which was repeatedly extended. In 2007, the death penalty was excluded from the Constitution of the Republic.
