Ensuring the rights and freedoms of children in the country, protecting them from harassment and violence is one of the priorities of State policy. However, the analysis of practice requires ensuring the inevitability of punishment in cases of sexual and physical violence against minors, as well as further strengthening the mechanisms of procedural protection.

The Law introduces fundamental changes to the Criminal Code, the Code of Criminal Procedure, the Code of Administrative Responsibility, the Penal Enforcement and Labor Codes, as well as a number of laws.

In particular, sexual violence against children under the age of 14 is punishable by up to 25 years in prison or life imprisonment.

For crimes of this category, the statute of limitations for prosecution and execution of a sentence does not apply. Also, a person who has committed an intentional crime that caused the death of a child cannot be sentenced on probation and is not subject to parole.

In order to protect children during judicial and investigative processes from repeated mental trauma, an order is established in which the interrogation of minors who have suffered violence is recorded on video, a confrontation between the injured child and the accused is conducted only by order of the inquirer, investigator or prosecutor, or by court order, and the child is provided with a lawyer from the beginning of the proceedings. at the expense of the state.

It also introduces grounds for termination of an employment contract with employees of educational and educational institutions if they commit violence against a child.

Administrative penalties for improper parental care of children, sexual harassment, violation of the age of marriage and failure to protect children from information harmful to their health are being significantly increased.

The senators emphasized that the Law serves to put an end to any manifestations of child abuse in society, ensure the inevitability of punishment for the committed act and ensure conditions for the development of children in a safe and supportive environment.

Upon completion of the discussion, the Law was approved by the members of the Senate.
