    Tashkent was included in the group of cities with "potential for development" in the new smart cities ranking presented by the Kept consulting company in October 2025. The study covered 15 cities in the CIS and BRICS+ countries and assessed the level of technological development and its impact on the quality of life.

    The capital of Uzbekistan scored less than 50 points, which did not allow it to enter the average rating category. Tashkent received the lowest score in the smart business and employment area - 40.4 points (14th place), which experts attribute to the low digitalization of services for entrepreneurship and the labor market.

    A special focus in the study is on sustainable development. Tashkent was among the outsiders in terms of the availability of green spaces: there are about 3 square meters per inhabitant. m of green area, and the green area occupies only 2% of the city area. At the same time, the level of air pollution remains elevated, with an AQI in the range of 101-150.

    The transport system is also critically evaluated: the city showed the highest time spent on trips in terms of area - the indicator was 10.7.

    Shortcomings have also been identified in the field of urban governance. The capital does not have its own open data portal, and the existing information is updated irregularly. In addition, there is no state program for the development of an inclusive environment, although the creation of inclusive schools in each district is planned for 2025-2026.

    Despite the problems, progress has been recorded in a number of areas. Tashkent is a leader among the CIS capitals in the distribution of electric vehicles, has introduced smart lighting and smart meter systems. The availability of hotel rooms is 5 per 1,000 inhabitants, and projects in the field of tourism and transport are continuing.

    The Kept experts note that the city has significant potential for the introduction of smart city technologies. The recommendations relate to digitalizing the interaction of citizens, businesses and authorities, as well as strengthening sustainable development. According to the authors of the rating, with focused work, Tashkent can significantly improve its position in the coming years.
