Opening the meeting, Deputy Chairman of the Executive Committee - CIS Executive Secretary Beketjan Jumakhanov noted that the proposal to create an international structure for the support and promotion of the Russian language under the auspices of the Commonwealth of Independent States was voiced by President of the Republic of Kazakhstan Kasym-Jomart Tokayev in December 2021 at a meeting with President of the Russian Federation Vladimir Putin.

"This project was received with interest by the CIS partners, to whom the relevant information was sent. Russian Russian Federation, in particular, supporting the initiative of the Kazakh side, noted that the international structure being created to support and promote the Russian language can become a base platform for all states sharing its principles and unite people and communities using the Russian language in various forms and showing interest in Russian-speaking culture. Readiness is expressed to work out the modalities of creating such an international structure together with interested parties," Beketjan Jumakhanov said.

At the meeting, the Kazakh side presented proposals for the Concept of creating an international structure to support and promote the Russian language. Following the discussion, it was decided to continue working on the issue during the meeting of the expert group, which is scheduled for June this year. An agreement was also reached to work under the auspices of the Council for Cooperation in the Humanitarian Sphere.
