In accordance with paragraph 15 of the roadmap approved by Annex 2 to the Decree of the President of the Republic of Uzbekistan dated September 22, 2021 No. PP-5250 "On measures to further expand the financing of activities formed on the basis of Public Opinion through the Open Budget information portal, annually in March in order to study the specifics of the development of initiative budgeting in the republic provides for scientific seminars and conferences.

This seminar was attended by representatives and specialists of the Ministry of Economy and Finance, the Senate of the Oliy Majlis of the Republic of Uzbekistan, the Institute of Budget and Tax Research and the Training Center under the Ministry of Economy and Finance. In addition, teachers and students of higher educational institutions of the republic, specialists of ministries and departments were invited. The seminar was moderated by the First Deputy Director of the Institute of Fiscal Studies, Doctor of Economics, Professor Dilshod Polatov.

During the event, such topics as "The essence and prospects of the initiative budget process", "Prospects for initiative budgeting in the process of reforming public finances" and "Prospects for ensuring the active participation of young people in the process of initiative budgeting" were discussed.

The event was opened by Senator of the Oliy Majlis of the Republic of Uzbekistan, Deputy Chairman of the Senate Committee on Budget and Economic Reforms Kabul Tursunov, stressing the importance of reforms carried out in the country to ensure budgetary openness and increase the activity of young people in these processes.

Director of the State Budget Department of the Ministry of Economy and Finance Sherzod Mukhamedov made a presentation on the topic "The essence and prospects of the initiative budget process". In his report, he focused on the mechanism of the Open Budget portal, which is a social portal, as well as on the processes of sending proposals and voting. He also placed special emphasis on the overall indicators for 2021-2022, namely on the number of proposals received on the portal and the votes collected.

In the presentation "Prospects for ensuring active participation of young people in the process of initiative budgeting", Head of the Department of Public Finance of the Training Center under the Ministry of Economy and Finance Shaira Mirzakhidova noted: "The participation of initiative youth in these ongoing projects is growing. As an example, the doubling of youth participation in initiative budget processes can be cited."
