Over five thousand business projects in Uzbekistan will receive support until 2027

    Decree of the President of the Republic of Uzbekistan dated 09/26/2025 No. UP-176 defines measures to support business entities based on new approaches.

    In 2026-2027, the Entrepreneurship Development Company will provide financial support to 5,000 entrepreneurial projects in the amount of 4 trillion soums.

    Starting from November 1, 2025, additional tools will be introduced, including:

    allocation of resources for the allocation of loans of up to 10 billion soums in national and foreign currency through banks for projects in the field of production and provision of services in order to bring business entities to the category of entrepreneur - "champion";

    refinancing of loans in the amount of up to 500 million soums allocated by banks for micro-projects of small businesses in the field of production, services and the "green" economy, on the following conditions:

    - lowering the interest rate of the allocated loan to b percent, but at a higher rate to 4 percentage points of the Central Bank's base rate;

    - provision of projects for business entities that have been operating for at least 1 year and have 2 employees, providing for the creation of 5 or more new jobs.

    In order to bring the Company's system of providing guarantees and guarantees for business development in line with international standards, an organization for providing guarantees in the form of a joint-stock company is being established under its auspices.

    Starting from January 1, 2026, the Company will provide compensation by refinancing loans allocated to small and medium-sized businesses registered in remote and hard-to-reach territories, up to 1.5 and 5 billion soums, respectively, at a rate up to four percentage points higher than the Central Bank's base rate. At the same time:

    – refinancing is carried out when family members included in the Register of Poor Families from employees employed in business entities make up at least:

    - 5 people - up to 2 %;

    - 10 people - up to 4 %;

    - 20 people - up to 6%.

    In addition, the right to restore financial assistance suspended due to low business plan and project effectiveness indicators will be granted in accordance with the directions established by the Ministry of Economy and Finance, as well as industry associations.

    In 2026-2028, the company will issue corporate bonds in the amount of 500 billion soums.

    Starting from 2026, the Ministry of Economy and Finance will annually allocate a budget loan of up to 300 billion soums for 7 years, including a grace period of 3 years, at a rate 2 percentage points lower than the Central Bank's base rate, according to its application for "refinancing" and "resource allocation" instruments.

    By January 1, 2026, the Company's Tadbirkor IP will be integrated with the information systems of the organizations (according to the list).

    A roadmap for expanding financial support for entrepreneurial activities has been approved.
