The adoption of the Strategy is part of the fulfillment of the country's international obligations. After the adoption of the Law on the Protection of Children from All Forms of Violence, Uzbekistan joined the Bogota Appeal and joined the international Pathfinding alliance, reaffirming its commitment to the principle of zero tolerance for violence against children.
The strategy covers all forms of violence and is based on INSPIRE's international approaches, taking into account international best practices and best practices. It covers the entire cycle of work: identification, response, prevention and monitoring.
It provides for the support of families, the organization of the provision of social services to children removed from the family as a result of violence in an environment as close as possible to the family, as well as the improvement of the system of social services for the child and the family.
Interagency cooperation is a fundamentally important element of the Strategy. Child protection is considered as a joint responsibility of the education, health, social protection, law enforcement and other agencies with the coordinating role of the National Agency for Social Protection.
"Today is a special day for me and my team. The President signed a decree "On the Strategy for the Protection of children from all forms of violence for 2026-2030." My team and I have put a lot of time, effort and heart into this work. We have carefully studied international experience and best practices in order to build a system that truly protects children.
As early as 2026, we will start working with professional foster families. Children will be able to receive the help of psychologists and lawyers, and families will receive support and family therapy. I sincerely believe that it is important not to destroy a family, but to support it and help it recover. ⠀
We have made a fundamental decision to completely close the republican educational institutions. Instead, we are creating social integration centers for children with antisocial behavior, where the focus is not on punishment, but on returning to normal life.
And, probably, one of the most significant changes for me is changes in legislation. I am deeply convinced that neither the investigation nor the court should become a new source of fear or pain for the injured child. ⠀

The document pays special attention to the support and rehabilitation of children affected by violence, as well as their families. New social and rehabilitation services are being introduced, measures to strengthen the family and develop positive parenting are being strengthened. It provides for the introduction of the Mehrli Oil service, the institute of professional foster care and the creation of small-scale social support centers.
The Strategy also provides for comprehensive changes in legislation, including criminal, criminal procedure, penal enforcement and administrative law. Their goal is to ensure the protection of the child at all stages of the investigation and trial with the introduction of the principles of child-friendly justice.
For child victims and witnesses of violence, free legal assistance is introduced from the first investigative actions, in cases where violence against a child is committed in the family, during consideration of the case at the pre-trial stage and during the trial, participation in all procedural actions by a representative of the guardianship authority is mandatory; to represent the interests of the child at the stages of inquiry A social worker is involved in the investigation and trial as a participant in the process .; A confrontation between a child and a person who has committed violence is conducted solely on the basis of an investigator's and prosecutor's decision or a court ruling; the child's testimony is subject to mandatory video recording in order to prevent repeated victimization.
A separate section of the Strategy is dedicated to children in socially dangerous situations. Republican educational institutions are subject to complete liquidation. Instead, social integration and support centers are being created, as well as small-scale social assistance centers focused on the rehabilitation and support of children and their families. In addition, in order to ensure access to quality education, the number of educational institutions to which such children can be sent is increasing to 258.
Integration of information systems of the National Agency for Social Protection, the Ministry of Internal Affairs and other departments is provided to increase responsiveness and information exchange. The concept of a "safe school", as well as measures to counter bullying and digital violence, will be introduced in all educational institutions - from preschool organizations to colleges.
In addition, it is proposed to introduce administrative liability for failure to report cases of violence by employees in the fields of education, health and social protection.
The adopted Strategy is based on the analysis of real cases, research and practical experience and is part of consistent systemic reforms aimed at protecting the rights and well-being of every child.
