In accordance with Presidential Decree No. UP-256 dated 12/24/2025, the Strategy for the Protection of Children from All Forms of Violence for 2026-2030 was approved, which provides for the creation of a state institution for the Support and Social Integration of Children and its regional units in the Samarkand, Ferghana, Khorezm and Bukhara regions.
The main activities of the Center:
studying the problems of integration into society of children affected by violence, at risk of violence and in a socially dangerous situation and developing proposals for their solution;
organization of social, including psychosocial, services aimed at stabilizing the psycho-emotional state and behavior of children in need of social protection, and providing psychological and pedagogical support to parents;
organization of the Mehrli Oila service, including training and coordination of specialists providing these services;
provision of social services to State and non-governmental organizations for children in need of social protection and their families, including providing methodological assistance in accompanying them in legal proceedings;
organization of professional development work for specialists involved in the social rehabilitation of children, as well as family members;
involvement of individual entrepreneurs and legal entities in the process of providing short- and long-term, including round-the-clock, services to children in need of social protection.
Starting from March 1, 2026, a new procedure for working with children in need of social protection and their families is being established.
Information about children in need of social protection and their parents (persons replacing them) is sent to the Integration Center or its regional offices along with the results of an initial assessment of the life situation of these persons.
Individual entrepreneurs or legal entities organize short- and long-term social services for children in need of social protection and their families, as well as around the clock.
Services are provided individually to each child. At the same time, an entrepreneur or a legal entity is allocated a subsidy in the amount of 12% of the total cost per hour.
Subsidies allocated for social services organized in regional centers and Nukus are adjusted by a factor of 1.1, and for the city of Tashkent - 1.3.
For the provision of round-the-clock services, a subsidy is allocated in the amount of 27% of the social security allowance for each day for each child under the age of 7 in need of social protection, and 33% of the social security allowance for those over 7 years old.
The situation of children in need of social protection and their families is monitored monthly by the Inson Social Assistance Center.
