In accordance with Presidential Decree No. UP-258 dated 12/26/2025, from February 1, 2026, a Single Social Register will operate on the basis of the Unified Register of Social Protection and the Register of Poor Families.
The social register is maintained in the Unified National Social Protection Information System, which performs the tasks of identifying families (individuals) to whom social support will be provided and assessing their socio-economic situation. In the Social Register, they are divided into categories: "family supported by the state," "poor family," and "family in poverty."
The document approved the regulations on procedures:
maintaining a social registry;
drawing up an individual plan for families included in the Social Register and ensuring its implementation;
assignment and payment of child allowances and financial assistance to families included in the Social Register;
activities of the appeal boards for dispute resolution in district (city) khokimiyats.
According to the document, by February 1, 2026, the socio-economic status of "green" category families receiving child benefits and financial assistance through the Unified Register of Social Protection, as well as families included in the Register of Poor Families, will be automatically transferred to the Unified National Social Protection.
At the same time, families who meet the criteria for inclusion in the Social Register are transferred to it without submitting an additional application.
The implementation of individual plans for families included in the social register is considered as one of the most important indicators of the effectiveness of the work of district (city) khokims.
The National Agency for Social Protection provides information on the results of procedures related to the inclusion or exclusion of citizens from the social register by sending free short SMS messages to their mobile phones.
The lists have also been approved:
data in the framework of the interdepartmental electronic information exchange in the Unified National Social Protection information system;
State social support measures provided to families included in the Social Register;
data sets submitted to the Unified National Social Protection Information System through the Interdepartmental Integration Platform of the Digital Government system as part of government social support measures.
