The document approved the Concept of development of the transport and logistics system of the Republic of Uzbekistan until 2030. It provides for:
· conclusion of agreements on international road transport with Belgium, Serbia, Sweden, Norway in order to expand the geography of road cargo transportation;
· development of a draft multilateral agreement on the organization of block trains in the China-Central Asia direction in order to reduce freight transportation times and optimize transportation costs;
· implementation of projects for the construction of the Uzbekistan–Kyrgyzstan–China and Uzbekistan–Afghanistan–Pakistan railway lines;
· promotion of the initiative to establish a Council of Railway Administrations within the framework of the Organization of Turkic States, etc.
Zero-rate VAT will be applied to freight forwarding services provided on the basis of a contract for the organization of international cargo transportation. A draft law on making appropriate amendments to the Tax Code must be prepared by July 1, 2025.
From now on, new transport and logistics centers, cargo stations (terminals) will be created only in the suburbs, and restrictions on the movement of heavy vehicles will be gradually established on the streets of cities.
Starting from June 1, 2025, an electronic queue system for vehicles will be created at automobile checkpoints across the State Border. It is used for cargo vehicles leaving the territory of Uzbekistan and is integrated with the information systems of the Ministry of Transport.
Roadside service facilities ("Service area" and "Service point") will be created along public roads.
