A pre-investigation conducted by the Surkhandarya regional branch of the Department under the General Prosecutor's Office uncovered that Kh.Sh., the founder of the "K.M." non-governmental educational institution, conspired with others to gain the citizens' trust.

According to investigation data, they promised 63 citizens from six regions of the republic that they would be sent to South Korea for work, fraudulently obtaining a total of $408,800. It is noted that the primary suspect has a prior criminal record.

A criminal case has been initiated under Article 168 of the Criminal Code (Fraud). Investigative proceedings are currently underway.
