One of the directions of this activity was the "legal experiment" implemented by the Ministry of Health. As part of this experiment, on November 4 of this year, the order of the Minister of Health "On the introduction of the institute of the "secret client" in the field of healthcare" was adopted, and the Monitoring Procedure was approved, which defines the goals, parameters, objects and evaluation criteria.
Features of the "secret client" method
The "secret client" monitoring will be organized by the structural divisions of the central office of the Ministry of Health, and, if necessary, by its regional bodies, organizations and institutions.
At the same time, during the events, it is strictly prohibited to use methods that provoke offenses or abuse of authority. The main purpose of monitoring is to assess the extent to which medical institutions and their staff comply with legal requirements when providing medical services, as well as to assess the level of professional training of staff, their efficiency and culture of communication with the public.
To collect the necessary data, a "secret client" is used - a person who applies to a medical institution under the guise of an ordinary patient. Research can be conducted either in person or remotely - by phone, via e-mail, or by other available means.
The procedure for reviewing violations
The results of the inspections are drawn up in accordance with the established procedure. The revealed facts of violations are reviewed by the Ethics Commission within five working days. If the violation is confirmed, the issue of bringing the guilty employee to justice is resolved. If there are signs of a crime in the materials, a decision is made to send information to law enforcement agencies.

The Ministry of Health emphasizes that it takes a tough and principled position against any manifestations of corruption and does not ignore any appeal from citizens.
