Currently, active preparations are underway for this prestigious
international forum, which will be held under the theme: "60 Years of
the International Covenants on Human Rights and 40 Years of the Declaration on
the Right to Development: Global Partnership for Dignity, Equality, and
Sustainable Development."
Over the past 10 years, on the initiative of President Shavkat Mirziyoyev,
holding Samarkand forums dedicated to the most pressing issues in the field of
human rights has become a fine tradition in New Uzbekistan. Therefore, the
President's addresses acknowledged that the Asian Forum on Human Rights, first
held in our country in 2018, introduced a unique "Samarkand Spirit"
into global practice.
The 5th Samarkand Forum on human rights is being organized within the
framework of the State Program for the Implementation of the
"Uzbekistan–2030" Strategy and reform programs across priority areas
for the "Year of Developing Neighborhoods and Advancing Society,"
adopted by the Decree of the President of Uzbekistan on February 16, 2026.
The upcoming Forum is dedicated to the 60th anniversary of two fundamental
UN documents adopted on December 16, 1966—the International covenant on civil
and political rights and the International covenant on economic, social and cultural
rights—as well as the 40th anniversary of the declaration on the right to development
and the 30th anniversary of the National Centre of the Republic of Uzbekistan
for Human Rights.
The main idea of the Forum is to strengthen global cooperation in the name
of human dignity, equality, and sustainable development.
The holding of the Samarkand Forum in a year celebrating such important
milestone anniversaries reaffirms Uzbekistan's consistent commitment to
international standards in the field of human rights and its aspiration to make
a practical contribution to the development of global human rights dialogue.
