At the invitation of the Secretary of the Los Angeles County (California, USA), the delegation of the Central Election Commission of the Republic of Uzbekistan, headed by the Chairman of the Central Election Commission Z. Nizamkhodjayev is on a visit to California, USA to familiarize himself with the process of preparing and monitoring the voting process in the US presidential primaries.

As you know, a candidate for the presidency can be a person born in the United States, who is 35 years old at the time of the election and who had previously lived in the United States for 14 years. The nomination of presidential candidates from the Democratic and Republican parties usually takes place in primaries, during which the most popular members of the parties are determined. The presidential primaries in the United States are a state-level institution of primary presidential elections, the results of which send delegates to a national party convention, where a single party presidential candidate must be determined.

In the United States, the president is not directly elected by the voters, but by the electoral college. On the first Tuesday after the first Monday in November, elections are held in which residents of each state elect as many electors to the college as they send representatives to Congress. The state of California represents the largest number of electors - 55.

The Los Angeles County Secretary and his office perform the functions of the district's election administration, ensuring the organization and conduct of elections at all levels, including voter registration, informing them about upcoming elections, the introduction of electoral technologies, etc.

On the first day of their stay, foreign observers were welcomed by member of the US Election Assistance Commission Christie McCormick and Los Angeles County Secretary Dean Logan, who expressed gratitude for the participation of election officials in the presidential primaries, as well as familiarized with the US electoral system, the main tasks and functions of election administrations.

Voting in the primaries in California is scheduled for March 5 this year. Ballots have been sent to all voters in advance. The ballot includes a long list of candidates at the state and local levels, as well as questions for approval or rejection, including party nominations for president and open primaries for the U.S. Senate to determine the top two candidates who will run in the November elections.

The voting centers, which open 10 days before the election, are one of several options that allow voters to return ballots sent by mail, vote in person during the early voting period or on election day. To do this, 644 Voting Centers have been organized in the district, 119 of which opened 10 days before the elections, and the remaining 525 will be opened on March 2-5.

Voters can also send completed ballots by mail or leave them in special boxes at the Voting Centers.

On March 1, this year, a delegation of the Central Election Commission of Uzbekistan, as part of a group of foreign observers, visited the Voting Center organized in the public library in Los Angeles, where they were able to talk with the center's employees and voters, as well as observe the voting process using special electronic voting equipment.

On the same day, a group of foreign observers got acquainted with the work of the VSAP (Voting Solutions for All People – Electoral Solutions for All) operational center. The Center is the main hub where storage, maintenance, preparation for voting of electronic voting equipment and devices for online voter registration are provided, as well as monitoring of their functioning in Voting Centers.

In accordance with the program of the visit, other events related to the study of modern electoral technologies used in elections in the United States are also provided.
