The Head of State began his visit by reviewing the construction of an underground parking facility and a pedestrian underpass.

In the first stage, the parking facility, being built for $100 million on a 40,000-square-meter site, will accommodate 200 cars, 30 motorcycles, and scooters. A four-way pedestrian underpass will be constructed to ensure safe, convenient passage.

The site will be equipped with automated parking systems, bicycle-rental points, and electric-vehicle charging stations. The facility is scheduled to be commissioned in 2026.

The President instructed the increase of modern parking facilities, ensuring maximum accessibility and convenience for the population, and further developing the charging infrastructure in view of the growing share of electric vehicles.

Administrative buildings are also being constructed in New Tashkent to organize the work of ministries and departments.

In particular, a new modular building of the Ministry of Construction and Housing and Communal Services has been built.

On a site covering 1.4 hectares, five single-story buildings totaling 5,751 square meters were constructed using lightweight metal structures and sandwich panels with basalt insulation.

The building enables the ministry’s central office and all subordinate organizations to be housed in one location, improving efficiency in interactions and workflows across the institutions.

Lightweight structures and energy-efficient sandwich panels, an independent sewage system, and an efficient centralized heating, cooling, and ventilation system will help reduce operating costs and enable future expansion or dismantling of the building.

Currently, 550 employees of the ministry’s central office and subordinate organizations are working in the new building.

The same building also houses the Republican Center for the Development of Information and Communication Technologies under the Ministry of Construction and Housing and Communal Services.

To date, the Center has launched several platforms based on the national information system “Shaffof Qurilish”.

The Head of State was briefed on the operation of these platforms.

In particular, all socio-economic data relating to cities and districts have been consolidated into a unified digital database within the geographic information system “State Urban Planning Cadastre of the Republic of Uzbekistan”. Through the geoportal, three-dimensional “digital twins” of settlements have been developed, reconstruction and renovation zones identified, and opportunities for comprehensive territorial analysis created.

The processes of drafting and public discussion of master plans, as well as the issuance of construction permits based on them, have been fully digitalized.

As of today, digital master plans for 20 cities, 22 towns, and 843 district-level settlements have been developed and uploaded to the geoportal.

The electronic “Rating” platform has automated the assessment of the performance of construction contracting organizations. The “Tender” electronic platform has been integrated with the electronic systems of ministries and agencies. A new version of the electronic platform “Provision of Public Services in the Construction Sector” has been developed, covering all nine services in the industry.

In addition, platforms such as “Examination of Design and Cost Estimate Documentation”, “State Control in Construction”, “Mening Uyim”, “Mening Hududim”, and the “Heat Supply Billing System” are also operational.

Responsible officials were instructed to improve the system and enhance its transparency.

The President also spoke with young specialists.

“Today, it is impossible to achieve serious results relying on yesterday’s knowledge. To do so, one must continuously learn and deeply master the exact sciences, above all, information technologies. This is of fundamental importance for the construction sector as well”, the Head of State noted.
